6/17/20 Minutes

Bridget opened the meeting at 6:03 pm.

  1. Secretary’s Report – Becky presented the minutes to the May, 2020 meeting.
  2. Treasurer’s Report – Mark reviewed the balance sheet/previous year
    comparisons, and profit/loss budget/actual comparisons through May 31, 2020. The
    library received its federal Payroll Protection Program (PPP) funds. Mark noted to let
    him know about any canceled fundraisers (i.e. Annual Appeal, Wine Tasting) because
    he can enter those losses of income for possible loan forgiveness on PPP. As the
    school budget passed, the library will receive $135,000.
    Discussion brought up that the library is still paying property taxes on the
    parking lot. Mark will look into relieving us from that obligation due to our non-profit
    Rob volunteered to place an article in the Lowville Journal and Republican
    noting our loan is now paid off as a kick-off to a possible (and belated) Annual Appeal.
    Rob motioned to approve both the Treasurer’s and Secretary’s reports, with Nusrat
    seconding. All in favor.
  3. Library Director’s Report – Tina reported:
    Curbside service began June 16, 2020. This wasn’t advertised because Tina
    and the staff wanted to work out re-opening kinks first, then advertise. Curbside hours
    will be Monday, Wednesday from 1:00 pm – 6:00 pm, Friday from 1:00 pm – 4:00 pm,
    and Saturday from 12:00 pm – 4:00 pm. Paper sacks with handles were bought for
    books on sunny days, and Kinney’s plastic bags for rainy days. Returned materials will
    be quarantined for 72 hours, disinfected via sunlight or hydrogen peroxide wiping,
    and set aside before circulating again. Lisa suggested posting photos of cleaning/
    sanitizing procedures on the website.
    When the library opens for inside service (next phase), there will be one
    circulation desk downstairs. Patrons will enter via Church St. and exit via Budd St.
    Staff is working on signage for both doors. When patrons enter, they must sign in and
    answer three health-related questions first. There is a thermometer for staff, and
    possibly for patron use before being allowed use of the computer room, which will be
    by appointment.
    NCLS will start inter-library loans at our library on June 25, 2020, once a week
    for now.
    The United Way sent cleaning/personal supplies to NCLS to distribute to the
    libraries, including Carthage Free Library. Staff found some plexiglass in the furnace
    room and will work at repurposing. Also, the Officers Wives Club donated $300 to our
    There is a need to upgrade the library’s technology. Some orders have been
    made, but progress with this has been slow.
    The Summer Reading Program has had many sign-ups already. Liz and Izzy are
    preparing craft kits and give-away books for the different age levels. This includes
    efforts for offering a Teen Summer Reading Program on a multi-library platform like a

    -Friends Group – All June events postponed.
    -Heritage Room – New Heritage Room Facebook Group continues.
  8. As part of the NYS Re-Opening Plan, the library needs to draft a Pandemic/
    State of Emergency Policy. Tina is working on that in phases. Also, policies regarding
    curbside service and staff/patron safety are in progress and need to be drafted up.
    Bridget will send out samples for the board to review.
  9. The library’s new website address is www2.carthagefreelibrary.org
    Serena is working on this and almost ready to get started.
  10. NCLS is trying to improve our library’s WiFi downstairs. They are waiting for
    a part.
  11. The library will soon have our own ZOOM account (through Augustinian
